NEWSPAPERS

San Mateo County Times (Sept. 23, 1999 Editorial)
"With redevelopment all but certain for San Bruno's future, that city needs a mayor who will work to implement it fairly and wisely.
Of the three candidates running for the job, Larry Franzella stands out as the one best suited to lead the city as it reinvents itself.
A Realtor who served on the City Council from 1987 - 1995, Franzella said he would start with immediate improvements, like cleaning up downtown streets, improving landscaping and enforcing building codes.
That, he said, would get people -- and potential new businesses -- feeling good about the city.
Franzella also has bigger ideas about how redevelopment could revitalize the town and bring in large retailers. He favors development at the Engineering Field Activity West Naval base, preferably a full-service hotel. We agree that it could be a good source of revenue for the city.
That voters rejected the plan in May does not escape Franzella, who stresses the need for greater communication between residents and government. He said the plan wasn't explained well in May and that he would do more to reach out to residents and make them feel more welcome speaking at council meetings.
While one of Franzella's opponents, Chris Pallas, has similar ideas, Franzella had more specific plans for carrying them out. And the other opponent, Joe Welch, is mainly running as an anti-development candidate. We think his concentration on just that one issue would not serve the city well.
We urge voters to choose Franzella on Nov. 2."
