Joe Loomis was born in San Francisco and, except for military service, has lived primarily in San Mateo County, including 26 years on the Half Moon Bay Coastside. He graduated from the College of San Mateo with an A.A. Degree in Mathematics with honors in 1965. He received his Bachelor's Degree in Physics/Psychology from the University of California at Berkeley in 1967 having been admitted to the Upper Division Honor Society. After graduating from College, Joe entered the United States Coast Guard where he served as an Officer during the Vietnam era. After completing his tour of duty, he entered law school at Golden Gate University where he received his Doctorate in Law in 1974, graduating in the top 10% of his class. He then practiced law in San Mateo County with offices in San Mateo and Moss Beach for 25 years. As an attorney, Joe practiced civil litigation and commercial transactions, including real estate law. He has been a real estate broker with Coldwell Banker for 13 years concurrently with his law practice. As an attorney, Joe was appointed Judge Pro Tem and Judicial Arbitrator for the San Mateo County Superior and Municipal Courts. In 1997, Joe went into semi-retirement from the law practice and now teaches Computer Science for the College of San Mateo, law for the University of Phoenix Bay Area Campuses, and is employed by the U.S. Census Bureau as an Automation Technician for the Local Census Office in San Bruno to take care of computer operations and teach census employees how to use the computer network for Census 2000. Joe has had a remarkable history of serving the Moss Beach/Montara communities in his role as Chairman of the Measure H committee and appointed Director of the Point Montara Fire Protection District Board of Directors. The successful Measure H campaign saved our Fire Department from finacial collapse in the fall of 1995. When Joe was appointed Director of the Fire Board in January 1996, he immediately went to work to study how we could improve our emergency services without increasing costs. This resulted in a remarkable plan which has now come to fruition which involves the joining of forces of our Fire District with the Half Moon Bay Fire District to vastly improve the emergency services we now receive. All this was accomplished without additional cost to the taxpayers. We believe Joe has done a remarkable job in a short period of time and should continue the work he started as Director. Future planning would include eliminating further redundancies and expenses flowing from having two fire districts side by side on the coast. If the current interim arrangement continues successfully, perhaps we can look to a full consolidation of both fire districts so that we may have only one fire district on the the coast and one Board of Directors.
