Position Statement

Statement of position on major issues
Transportation and traffic. In 1998, I supported Measure Y because I firmly believed that it would solve the traffic problems that El Dorado County faced maintaining and improving the roads and highways. Measure Y, on its face, requires developers to pay their "fair share" for any new road impacts. I of course agree with this aspect of Measure Y, but concerns have developed regarding the ultimate interpretation of this measure. For example, the interpretation of Measure Y might be argued to prohibit the county from securing state and federal dollars to help pay for highway improvements. Dollars we have already paid. I do not believe the voters expected or intended such a counter-inuitive interpretation. These complex issues of legal interpretation make me the only viable choice.

Incorporation. The community of El Dorado Hills has been struggling with the issues surrounding incorporation for some time now. In the absence of more developed information, it is premature to take a position on incorporation. I believe that we should leave this issue up to the voters directly effected. If elected I would work to present the voters with the most viable and well balanced incorporation proposal. Further research and feasibility studies (not at taxpayers' expense) should be done before a final decision can be reached. My legal experience includes background in incorporation matters, and consequently, I will provide the very best representation for District One.

Growth. I am neither pro-growth nor no-growth. I firmly believe growth in El Dorado County should be professionally and carefully planned and mitigated. El Dorado County needs to carefully administer and mitigate the extensive growth already approved by the previous Board of Supervisors. The urban sprawl that results from ill-planned and rampant growth would substantially depreciate our quality of life, and must be avoided.. Only through the exercise of professional and reasoned discretion in planning matters, considered carefully on a case by case basis, can we hope to correct some of the mistakes of the past.

Moreover, only by holding new growth responsible for all economic impacts upon our resources and quality of life can we appropriately and reasonably mitigate the effects of that growth. It is my view that, once growth is confronted with the costs it incurs, economic incentives will naturally discourage inappropriate growth. My business background and my understanding of the economic realities involved provide me with the tools to provide the strongest representation on the Board of Supervisors.

General plan. The county's General Plan has been the subject of extensive litigation, and I am still studying the status of the General Plan and the requirements of the Writ of Mandate issued by Judge Bond of the Sacramento Superior Court. As contentious an issue as the General Plan has been, and is likely to prove in the future, I do believe that it is the duty of the Board to quickly resolve any outstanding problems and to bring the County into compliance with state law as soon as possible. My professional background makes me the only viable choice for District One on this issue as well.
