The San Diego County Taxpayer's Association strongly urges a yes vote
on the consolidation of the Riverview Water District with the Lakeside
Water District. A recent study shows that a
consolidation will save the ratepayers almost $500,000 a year in
operating costs. Additional savings can be made by disposing of assets
such as buildings, land and equipment that would no
longer be needed. The Lakeside Water District has the lowest rates in
San Diego County. It is a fiscally conservative district with a proven
track record. It is a past recipient of a "Golden Watchdog
Award" from the Taxpayer's Association for efficient use of taxpayer's
money.

DD! A "yes" vote will dissolve Riverview Water District. Lakeside
Irrigation District will take over and you will lose control
of your water rates. A "yes" vote could cause your water rates to
skyrocket like your electric bill.
Riverview does not collect taxes, does not have long-term debt, and has close to the lowest rates in San Diego County. We have been a proactive water district in securing water supplies, with all customers sharing equally in the upkeep and maintenance of the system. Rates have stayed the same for over 2 years. The larger Lakeside Irrigation District collects property taxes and has over $1 million in Bond debt. They have more than 67,000 feet of pipe over 50 years old and 3 million gallons of reservoir storage over 40 years old. They've had to raise water rates during the last 2 years! For 84 years, Riverview Water District has efficiently and economically served its customers, providing reliable water supply, while at the same time being directly accountable to its customers. Dissolution of Riverview Water District will likely increase rates for homeowners, at the same time reduce accountability to individual citizens and relinquish local control. Proponents of the takeover say that dissolution of Riverview Water District will result in cost savings by eliminating employees, selling off valuable property, and reallocating your emergency storage. Lakeside rates favor apartment owners over homeowners and collect property taxes from customers to help maintain their system. If Riverview is dissolved, Lakeside Irrigation District can liquidate our assets to cover their maintenance liabilities and reduce our excellent customer service and strong maintenance programs. Your emergency storage will be reduced almost 50%. Riverview customers have already paid for improvements to their water system, Lakeside should pay for their own! Riverview could be forced to build a three million-dollar treatment plant to meet water quality standards due to pumping too much untreated, contaminated (present contaminant MtBE) ground water into your water supply. How could this plant be built with $400,000 in cash reserves? By going into debt; a debt you (the 2,050 ratepayers) would be forced to pay! Lakeside has over $3,000,000 in cash reserves and the lowest rates in the County. Lakeside is twice the size of Riverview, yet Directors of Riverview spend twice as much! Riverview's system is older than Lakesides'; studies indicate Riverview needs repairs. Riverview customers will retain control of all their emergency storage. Riverview ratepayers will retain ownership, control and representation on the newly formed Board. In 1995 Riverview's Board President brought the consolidation issue to the table. The ratepayers of Riverview are tired of stalling by two board members. The majority of board members you elected voted to pursue consolidation opportunities. Don't be misled by self-serving individuals in the community, pick-up a copy of the independent consultant's Consolidation Study, and the Plan for Services. Copies available at Riverview (561-1333) and Lakeside (443-3805). Do what's best for the Community. The San Diego County Taxpayers Association and the Union Tribune recommend a consolidation and you should too.
