A renewal of 4.73 mills and an increase of 0.66 mill to constitute a tax for the benefit of the County of Hamilton, Ohio, for the purpose of SUPPLEMENTING THE GENERAL FUND OF THE COUNTY TO PROVIDE HEALTH AND HOSPITALIZATION SERVICES, INCLUDING UNIVERSITY HOSPITAL at a rate not exceeding five and thirty-nine hundredths (5.39) mills for each one dollar of valuation, which amounts to fifty-three and nine-tenths cents ($0.539) for each one hundred dollars of valuation, for five (5) years, commencing in 2001, first due in calendar year 2002.

A renewal of a tax for the benefit of the County of Hamilton, Ohio, for the purpose of SUPPLEMENTING THE GENERAL FUND OF THE COUNTY TO PROVIDE SUPPORT FOR CHILDREN'S SERVICES AND THE CARE AND PLACEMENT OF CHILDREN at a rate not exceeding two and seventy-seven hundredths (2.77) mills for each one dollar of valuation, which amounts to twenty-seven and seven-tenths cents ($0.277) for each one hundred dollars of valuation, for five (5) years, commencing in 2001, first due in calendar year 2002.

Shall the Charter of the City of Cincinnati be amended to provide that unclassified positions in the civil service shall include all department and division heads, all deputies or assistants to department heads, professional housing and economic development positions, and the positions of police chief and fire chief, and assistant police chiefs and assistant fire chiefs; and that the police chief and fire chief shall be subject to removal only for cause, by adopting new Sections 3, 5 and 6 of Article V and repealing existing Sections 3, 5 and 6 of Article V?

Penalties for making or accepting contributions that exceed the limits and for failing to file a report.
Partial public financing of campaigns of candidates who accept expenditures limits and meet other eligibility requirements.
Repayment requirements and penalties for exceeding expenditures limits for candidates who accept public financing.
Creation of the Cincinnati Elections Commission to administer the Article.
Limits on council from using powers under Article IX, Section 1, to establish ordinances inconsistent with this Article. by adopting supplementary Article XIII, Sections 1,2,3,4,5,6 and 7 of the Charter of the City of Cincinnati
