  • coordinate existing social programs, so that youth who are enrolled in one program are enrolled in others with similar eligibility
  • the county has failed to enroll 35,000 children in low-cost health programs though these have been in place since 1998: enroll children now
  • promote environmentally-friendly, well-planned growth, to creat jobs, expand opportunities, & generate revenues that pay for county's social services
