Summary Vision for the City of Bay Point in Four Plans

Plan III Business and Housing in Bailey Rd from BART to Willow Pass Rd
Plan IV: Prepare an Incorporation of the City of Bay Point and Annexation of the former Port Chicago Naval Base land.
Plan I Investigate Options for a Bay Point High School.
1. Provide four classroom trailers for Freshman High School, Class 2003-2004, and more, as needed. It is better for a few teachers to commute than for many students.
2. Move Family Care to Shore Acres and convert its building into Sophomore High School Class 2004-05 and
3. Construct a bare 400 student High School with no Arena, marching band, or costly sports facilities, for the Class 2006-07 for use by a) Mt. Diablo School Board, b) a Charter School supported by the 2004 version of Proposition 51 or c) a Private School, if State School Vouchers become available, in that order. For this reason, Bay Point must support Proposition 51, and its Oakland Charter School, this year.

Plan II Industry Park North of Willow Pass
Prepare Detailed Industrial Plan and propose to the Contra Costa County Board of Supervisors an Industrial Zone next to Pittsburg City limits in the area north of Willow Pass. All existing housing will be allowed to stay indefinitely but if sold, it must be razed within two years. Market forces will dictate which industry occupies this area, and when. In preparation of Annexation of Port Chicago Naval Base, a detailed Industrial Park Plan will be prepared and presented for consideration by the Contra Costa County Planning Commision.

Plan III Commerce and Housing in Bailey Rd from BART to Willow Pass Rd
1. West of Bailey Professional Building, a six-story building with walkway bridge access to BART from the 3rd floor. Three-story parking lot next to the building. Expansion building site available to large department store. Parking lot entry from Bailey and exit to Canal Rd.
2. East of Bailey Housing: Set of three four-story buildings for moderate rent apartments with first floor of buildings on Bailey Rd dedicated to commercial business. Only the first building will be constructed and, when it is 2/3 full, the next one will be build, and so on. The tenants of this building will be able to shop across the street.

Plan IV Incorporate The City of Bay Point and Annex Port Chicago. The key problem is that we are bottled up by the closed gate at the entrance to the old Naval Base, it blocks access to doctors, businesses, neighbors and jobs in North Concord. We also need an expanded Port Chicago Hwy Rd with 4-lanes to North Concord, thru the abandoned Port Chicago Naval Base
The solution is to incorporate the City of Bay Point and Annex the abandoned Port Chicago Naval Base. Election year 2004 would be a good one to try this change. A major obstacle to incorporation is the cost of a Police Department, the best solution is to contract the Contra Costa County Sheriff to provide these services. It is the most cost-effective way and avoids potential scandals like other communities in the area seem to have, often.

The Proposal to Incorporate The City of Bay Point would include an updated, detailed, version of the following.

A. Provide for upscale housing at the waterfront next to Bay Point Marina

B. Promote County financial support or tax relief for

1. Water Park at the water edge next to Bay Point Marina

2. Upgrade maintenance of de Anza Trail thru Bay Point

3. Urgent Care and Family Care Center next to Shore Acres

4. Theater in Shore Acres for movies in Spanish, Vietnamese and Filipino with subtitles in English

5. County training in First Aid and hygienic housekeeping to provide at-home light care for the old or disabled and workers for the County Hospital. This will save money to the County.
