Local Income-Based Budget will create and increase a higher % of "Independence from the State." In the next ten years, cities across the state face five landmark court cases that may greatly decrease municipal income.We face "Looming Budget Deficits" in the years ahead. Cities across the State face five landmark court decisions that could greatly decrease our city's future income. We must prepare for this eventual possible outcome that could possibly devastate our city budget. We need to structure a budget that will "Pay As We Go!" There is a solution right in our front yard. We have the "Pearl of the California Coast!" in our beautiful ocean, beaches, and wetlands. These great Natural Resources will be "The Source" of our future "Cashflow" Income to "Pay Our Bills." We must support businesses that wish to locate and do business within our city. This additional income can be our "secret weapon" so to speak, to "balance our budget" without excluding any necessary services. It will give us greater independence from the State, however, we must continue to advocate for our fair share from the State. The downtown Hotel Convention Center, Huntington Beach Center-Bella Terra, and "The Strand" will provide many new jobs, a greater shopping venue, leisure-time activities, and fine restaurants for the enjoyment of visitors and Huntington Beach residents alike. These businesses will help provide the Income "Cashflow" that our city needs to continue to provide the high quality services we need. Traffic flow design and reconstruction is moving along according to plans, in order to provide the proper support for the increased number of visitors, who will provide income for our needs. The infrastructure renewal in moving ahead, and is included in the annual budget to reach completion on a "Pay As We Go" basis, that will reach completion in the years ahead. The slip-lining in downtown HB and the Huntington Harbour area is completed. City-wide streets, sewers, curbs, and sidewalk renewal projects are in the plans for future completion. Fair sharing of maintenance and renewal must be distributed across the city, including every portion of the city. No one is to be left out of the renewal of our city. We must solve the ocean pollution problem, in order to provide the attraction that will bring the needed income. We must clean up the toxic-dump site, noxious emissions, and other waste by-products that plague our citizens, and keep our business income down. This "Income-Based" Approach is what our city needs now, in order to continue our "premiere" quality services, and high quality of life we all enjoy.
