Los Osos/Baywood Development and Build-Out.

The county plan calls for too many new homes and people for the Los Osos/Baywood infrastructure to support. We must fight excessive growth and preserve valuable and vainishing habitat land.

There is nothing wrong with the community of Los Osos/Baywood limiting the amount of development felt acceptable by the citizens. There does not appear to be popular sentiment for more people in general. However, there is much popular sentiment in support of people who own single family lots that have been held in limbo by the building moratorium.

The moratorium should immediately be lifted and the approximately 500 single-home residential lots still undeveloped should be given building permits. Regardless of the final collection system implemented these people have been unfairly punished.

I propose no further "tract" home development in Los Osos. Planned communities like Sunset Terrace, Monarch homes and the houses in Cabrillo Estates do not add to the charm and unusual quality of Los Osos/Baywood proper. I advocate no high density housing within the area bordered by Morro Bay, South Bay Boulevard and Los Osos Valley Road.

No sewer plant in the center of town. Regardless of how attractive this looks on paper, it will not add to the overall ambience and attractiveness of our community and will only take more land out of public access.

In addition to the problems caused by virtually doubling our existing population, there is the problem of water. There is not enough water to support the increased population without significantly increasing pollution.

Also, there is nothing to stop the county from demanding that Los Osos/Baywood expand the sewer collection capablilty and expand the plant to accommodate even more people in the area. The planned 28000 + could easily expand to 40000 + the same way as the existing 14500 + is being expanded to 28000 +. We have no safeguards or guarantees.

For the existing open space, I support purchase by one or more of the land concervancies set up to preserve habitat outside of government involvement.
