An experienced environmental lawyer of over twenty years. Began his career as a prosecutor in Los Angeles, later appointed to Special Prosecutions, Head of the Environmental Protection Division of the Los Angeles City Attorney's office. In 1984 he was appointed Special Assistant District Attorney in charge of Environmental Crime. In that capacity he established and ran the Toxic Waste Strike Force, nationally acclaimed for cracking down on midnight dumpers and other violent crimes against the community.

He is the principal co-author of the landmark environmental legislation Proposition 65 (the "Safe Drinking Water and Toxic Enforcement Act of 1986").

He is currently chair of the Public Law and Environment Practice at Musick, Peeler & Garrett. He serves as special counsel to a wide range of cities and water districts throughout California and has led the fight against oil companies on behalf of the City of Santa Monica and the City of Morro Bay. He was recently appointed by a member of the California State Senate to the head the Inland Empire Perchlorate Task Force, charged with pursuing polluters and restoring a water supply contaminated with a serious pollutant affecting hundreds of thousands of people in San Bernardino. This is the same pollutant recently found in water near Ahmanson Ranch. His unique experience will be invaluable in designing a more effective strategy to stop the project.

Most notably, in 1999 he was appointed to head an Independent Safety Team which exposed and halted construction of the Belmont Learning Center and was responsible for significant reforms in the way the LAUSD does business.

He is the Recipient of "Resolution of Commendation" from California Secretary of State, March Fong Eu, for dedication to the environmental health and safety of the citizens of California (1987) and "Commendation from the City Council of Santa Monica"(1998) for "extraordinary service to the citizens of Santa Monica in the restoration of its water resources"

He serves on the Board of the Pacific Lodge Boys Home in addition to being a Member of the Mountain Park HOA.
