Candidate Statement of Robert Pacelli -District 4 Pacific Grove and Pebble Beach

As your representative to the Monterey Peninsula Water Management District (MPWMD), I pledge to:

Keep your water bills at the lowest possible rate; Protect your right to vote on water supply projects; Protect and restore the Carmel River; Prohibit water profiteering; Develop a drought-proof water supply project; and, Require CalAm to provide us with lawfully obtained water.

Your water bills are directly related to the size of any new water supply project. The first project that the MPWMD develops should meet our needs. It should not subsidize the excessive needs of developers.

The way to stop oversized water supply projects is to retain the public's right to vote. If we let the politicians make our water supply decisions, we will wind up with budget busting water projects. Your vote is our protection.

The MPWMD has done excellent restoration work on the Carmel River, but the river will never return to its natural state until over pumping stops. The fish, birds, and other wildlife who rely on the river will thank us when it again flows year round.

The first water available should go to those who have waited the longest for it. Allowing vacation property owners to jump the water waiting line, because they can pay hundreds of thousands of dollars to do so, is wrong. Patience should be rewarded, not payola.

The dam is dead. The federal government will not let it be built on the Carmel River. Plus, it never made sense to build a monstrous dam in an earthquake area.

The State had determined that CalAm is illegally pumping excess water from the Carmel River. CalAm must stop stealing this water. If it doesn't, it will be subject to massive fines. We will pay those fines through our water bills. We must replace the water that can no longer be pumped from the Carmel River. Let us do this the quickest and least expensive way possible.

Worldwide the problems of providing water have been analyzed and studied. Governments, industry and countless agencies have spent millions of dollars on research. I believe we can find a solution by collaboration and using common sense.

My campaign is endorsed by leading Public Interest advocates, experts in water supply and governance, including the Sierra Club, Molly Erickson, Alexander Henson, Judi Lehman, Kris Lindstrom, Janice O'Brien, Bill Monning, Michael Stamp, Susan Goldbeck, Dan Davis and Pat Herrgott.

A Note from ROBERT "BOB" PACELLI:

My decision to run for Water Board is based upon my belief that Democracy is a participation sport. I am an outspoken critic of the City of Pacific Grove's cable franchise negotiations. I participated in three successful negotiations in other municipalities where the interests of the public, not the cable company, were served. I have used my skills as a filmmaker to publicize local non-profits. I have served with the United Nations in Sarejevo, Somalia and Afganistan, where I learned the importance of working together and respecting one another's views.

I believe that our natural resources belong to the citizens of the Monterey Peninsula. I am concerned that our basic human right to water should not be bought and sold by either multi-national companies nor local corporations whose profit motives if left unchecked threaten to destroy our quality of life.

To succeed in this grassroots effort I need your help. Brochures, mailings, and signs are expensive. Your generous contribution will make my election possible. Your personal endorsement is also important. The public support of those who know me and understand my commitment to this community will be my campaign's most valuable asset.
