Shall the appropriations limit established for the Inverness Public Utility District pursuant to Article XIIIB of the California Constitution be adjusted to include the combined total of all applicable revenue sources for the fiscal years 2003/2004 through 2006/2007 in order to ensure an adequate funding base for the fire protection and fire prevention services provided by the Inverness Volunteer Fire Department?
APPROPRIATIONS LIMIT INCREASE IMPARTIAL ANALYSIS BY COUNTY COUNSEL MEASURE H If this Measure is approved by a majority of voters, the appropriations limit for the Inverness Public Utilities District pursuant to Article XIIIB of the California Constitution will be adjusted to include the combined total of all applicable revenue sources for the fiscal years 2003/04 through and including 2006/2007. ARGUMENT IN FAVOR OF MEASURE H
• Measure H simply instructs the County of Marin to distribute to the Inverness Volunteer Fire Department the full amount of the property tax dollars to which the Fire Department is constitutionally entitled. • These revenues support fire protection, fire prevention, first responder medical care, and disaster preparedness and response. • Measure H has no effect on the tax rate. A YES VOTE WILL NOT RAISE TAXES, A NO VOTE WILL NOT REDUCE TAXES. • A YES vote expresses our community's desire to set the Fire Department's tax-dollars spending limit so that it equals the amount of property tax revenues collected for the Fire Department. • If Measure H is not adopted, local property tax dollars paid by local property owners for local fire protection could be withheld and redistributed to other taxing agencies in Marin County. • Measure H does not apply to the Inverness Water System. Only the Inverness Volunteer Fire Department is affected by Measure H. This is because the Water System does not receive any revenue from property taxes. • Measure H expires automatically in 4 years and must then be resubmitted to the voters. KEEP OUR TAX DOLLARS AT HOME. VOTE YES ON MEASURE H.
