Occupation: Utilities Consultant/Businessowner. He serves as a Senior Consultant with the State Legislature and has specialized in electrical deregulation, telecommunications, and natural gas issues since 1996.

Phil earned his Bachelor's Degree from San Diego State University. He has also advised the Legislature on other issues dealing with water, agriculture, higher education, health and human services as well as public and private pensions. Prior to consulting, Phil advised persons with disabilities, doctors, insurers, insurance agents, acupuncturists, cosmetologists, private schools and others on how to reach their goals here in Sacramento.
