My Experience and additional seminar education. Other accomplishments, District now financially viable. New 10 year strategic Plan. Reelection will permit me to complete my goals.I live in Oceanside. I am a retired attorney and Civil Engineer. I have been a Member of the Board of Directors of TRI-CITY HEALTH CARE DISTRICT for 6 years and have served on all of the Board Committees at various times. I am currently Chair of the Joint Conference Committee, (which monitors physician relations and Quality Control) and serve on the Governance and Legislative Committee, (which monitors Board Policies and coordinates legislative advocacy). I have attended seminars and educational programs to increase my knowledge of hospital operations, finances, governance and physician relations. My statewide peers have elected me to the Board of Directors of the ASSOCIATION OF CALIFORNIA HEALTHCARE DISTRICTS and for the past 5 years to membership on its Legislative Committee. In these capacities and on behalf of the Tri-City Healthcare District Board, I have been involved in legislative advocacy in Washington, D.C. and Sacramento with our Congressional and State representatives to protect and enhance our reimbursements for hospital services rendered at Tri-City medical Center. Our current Strategic Plan provides for modernizing, expanding and establishing new diagnostic and treatment centers like our new Womens Diagnostic Center, Childrens Study Center (in Carlsbad), enlarging our Emergency Room (11 new beds and new Diagnostic equipment), our Cardiac Wellness Center, and advanced technology like our CT Multi-Slice Scanner, Positron Emission Tomography and Open Air MRI. We are currently in the process of preparing a new 10 year Strategic Plan to determine Healthcare needs of the future for our growing and aging population. We have expanded core service lines to meet specific community needs in the specialties of Stroke, Orthopedics, Heart Health and Cardiac Rehabilitation and are reopening, (in November) a 6 bed Pediatric unit for our District Youngsters. Our Community Advisory Councils have responded to Community needs by assisting the Board in making grants totaling over $200,000 annually for specific Community Health Projects including grants to our two Clinic Systems, Vista Community Clinic and North County Health Services. Our Administrative team, brought in 6 years ago, has aggressively attacked our financial problems by renegotiating contracts with our payers and we have substantially reduced our costs for supplies by joining forces in purchasing similar supplies with other hospitals to achieve quantity savings. During its first 2 years, our Administrative team went from a loss of $6.5 Million to a profit of $3 Million. The following 2 years, we had profits of $2.2 Million and $2.9 Million. Last year, due to many unusual factors, which we have now successfully addressed, we lost $2.7 Million. Our current budget anticipates a profit of $2.5 Million and during the first two months of this fiscal year, we had a profit of $1.5 Million. We have established wage scales at the 65th percentile and have made enormous strides in hiring and keeping qualified nurses and other technical staff, significantly reducing our turnover rates. We have implemented our Strategic Plan objectives to increase Patient Satisfaction, improve Medical Outcomes, augment our revenue and strengthen our Physician relationships. We still have a long way to go and I ask you to reelect me so that I can continue my efforts to achieve the goal for which I first ran for office, that of making TRI-CITY MEDICAL CENTER a financially secure, full-service health-care facility, providing quality patient care for the Tri-City-Healthcare District.
