Candidate's Statement of Qualifications

I have 14 years of water and wastewater financial management experience in North County San Diego. My goal at Vallecitos Water District will be to control costs and minimize water rates. Too many cost are increasing and this needs to be stopped. Developers and new water customers must pay their fair share. Fully loaded user fees must be charged for all non-water sales services.

I have been the Finance Manager of Vista Irrigation District for the past 8 years. I have a BA in accounting and have been a California Certified Public Accountant for 25 years. Twelve of these were spent auditing local governmental agencies including water districts. I will be able to network with many contacts in the water and wastewater field.

I am the past president of the Monarch Homeowners Association and served as head of its landscaping committee. I am married and the father of two children.

I have been following the California water supply since high school and have toured most of its dams and lakes. I am familiar with water law including the Imperial Irrigation District transfer agreement, its high price but water supply guarantees.
