Board Member; Whispering Palms Community Services District

GENERAL INFORMATION: Whispering Palms Community Services District supplies sewer service to the following areas:

Del Rayeo Estates, Santa Fe Sur, Rancho Santa Farms,San Digueno Hills, Rancho Valencia, Circo Diguenos, and Whispering Palms.

I have served effectively as a District Director for 17 years and I hope you will elect PHILIP KEEP for another four years.

I WILL CONTINUE TO:

Provide aggressive, sound, economic management.

Maintain a sharp focus on the interests and the wellfare of the community. Maintain low cost highly reliable sewer service.

Concentrate on improving the fountain, related landscaping and area Lighting.

Prudently control District Finances.

I HAVE SUPPORTED AND TAKEN AN ACTIVE ROLE IN:

THREE home owner sewer fee reductions in the past 8 years.

Upgrading the main sewer system and extending service to the Del Mar Country Club...$2.500,000.

Sewer expansion to serve the LA Zanja Canyon area....$4.400,000...Home owner financed.

Addition of a centrifuge unit to reduce costs and simplfy waste handling...$500,000

Construction of a decorative fountain along Via de la Valle.

CREDENTIALS:

Resident of Whispering Palms for 30 years.

Had the lead role in establishing the Community Services District (CSD) in 1987.

First Board president...served two terms as President..Director since 1987..17 years of community service.

Developed the organizational structure for CSD operations.

Member of the Local Agency Formation Committee (LAFCO)

Past President and Board member, Whispering Palms Community Council and participant in numerous community affairs.

44 years of mangarial experience with Gulf Oil, Rockwell International and others.

Graduate engineer and graduate studies in engineering and finance...Registered Professional Engineer in California...Commmander USNR retired.
