Another measure on this ballot, Measure Q, if adopted by a majority of voters, would amend the City of Stockton's General Plan by establishing an Urban Growth Boundary (UGB). Any property outside the UGB would have to be approved by the voters in order to be developed.

This Measure X complies with Measure Q by seeking voter approval to include the area bounded by State Highway 4 on the north, Kaiser Road on the east, Mariposa Road on the south, and the existing City limits on the west, within the UGB.

If Measure Q does not pass, then this Measure X will not become effective. If both Measures Q and X pass, the area noted above will be within the UGB. This will allow the property to be developed following existing City procedures for approval of a General Plan amendment, pre-zoning, annexation, and subdivision map. This Measure does not approve any specific development proposal. It merely allows this area to proceed with the development process.

Your Yes vote for Measure X, the Southeast Stockton Smart Growth Economic Development Initiative will bring economic opportunity to Southeast Stockton.

Our local economy will benefit from more than 49,000 new jobs added to our community as we build new commercial, industrial and retail centers.

Local schools will benefit from millions of dollars in (school impact)(developer) fees. New schools will be built in Southeast Stockton for the first time in nearly half a century. Our City will benefit from millions of dollars in new sales tax revenues to help pay for essential services like adding more police officers and firefighters.

Your Yes vote on Measure X will allow Southeast Stockton residents to shop closer to their neighborhood. Building modern shopping centers closer to home will reduce North Stockton traffic congestion and provide local shopping for Southeast Stockton residents.

Our community will benefit from new parks, bicycle paths, athletic fields and the restoration of local waterways like Duck Creek.

Over 11,000 Stockton residents signed a petition in support of this important revitalization plan for Southeast Stockton. Mayor Podesto and the City Council voted unanimously to place this important proposal before the voters. Southeast Stockton needs your support.

Vote Yes on Measure X to bring more jobs and revitalization to Stockton.
