Proven Leadership for Lodi's Future Harold "Dixon" Flynn, Jr. was born February 17, Marti Gras day, in New Orleans, LA in 1942. He grew up in a military family, and is a fourth generation US soldier. Dixon left home at age 16 to go to the New Mexico Military Institute in Roswell, New Mexico. From there he went to Las Cruces, New Mexico to attend New Mexico State University and earned his BS in Accounting in 1964. Six days after graduation Dixon entered the Army through ROTC; he was stationed with the 2nd Armored Division in Fort Hood, TX. From there Dixon was stationed all over the world. While stationed in Little Rock, AR, Dixon attended the University of Arkansas, and received his MS in Industrial Engineering in 1977. He served in Vietnam and received two Bronze Stars, two Meritorious Service Medals and three Army Commendation Medals. Dixon retired from the Army after 22 years as a Lieutenant Colonel in 1985. In 1985, Dixon started his city government career as the Finance Systems Manager for the City of San Luis Obispo, California. He was responsible for preparing a $25 million budget, investment of City funds, and special studies and projects. During his tenure in San Luis Obispo, the city received recognition from National and State professional organizations for the City's Budget from 1986 through 1991. In 1991, Dixon left San Luis Obispo to become the Finance Director and Treasurer for the City of Lodi, California. Not only was he responsible for 34 staff members, Dixon was also accountable for the City's financial services, including the development of an annual budget of $77 million and an investment portfolio of $30 million. In 1995, State and National Finance Associations recognized the City of Lodi for its outstanding Annual Budget and Financial Plan. After 4 years as the Finance Director and Treasurer for the City of Lodi, California, Dixon was appointed City Manager. Dixon's responsibilities as City Manager included overseeing the following: public safety; public utilities; transportation; leisure and cultural services; community development and general government services. Dixon has been recognized by different organizations for developing programs to hire disabled people. This includes an award by the League of California Cities for promoting "diversity" in 2002. In 1970, while at Letterman General Hospital, in San Francisco, CA, Dixon met his wife Judy. They were married one year later at Fort Ben Harrison, Indiana. Dixon has 4 children and 6 grandchildren. Dixon is a member of Grace Presbyterian Church. In his spare time, Dixon enjoys reading, traveling and the outdoors. |
