The existing health of our residents depends upon improving the quality of our air and water. Our survival depends upon a healthy environment. In order to remain a destination of choice for retirees and tourists, it is imperative that we maintain the character and cleanliness of our environment. We can expect the environment to deteriorate if best available control technologies are not instituted. We need to be diligent to put the environment first when considering development.

San Luis Obispo meets existing air and water quality standards with occasional anomalies. SLO County has made excellent strides in bringing the county into compliance for Ozone and PM-10. However, increased development could increase pollution if controls are not properly instituted and monitored. In fact, we barely stay in compliance for PM-10 (Particulate Matter 10 microns or less).

Increased air pollution can lead to asthma attacks and health problems for the elderly and those suffering lung-related ailments. Stormwater runoff carries pollutants from cars, industrial rooftops, and farms down our salmon streams and into our estuaries. It is imperative to ensure that Best Available Control Technologies (BACT) are implemented on new and existing automobiles and industrial processes, including farming.

There are many ways to to protect the environment. Water treatment and recycling should be the standard. Limiting the use of chemicals and ensuring that the public is educated on alternatives to chemicals and proper disposal of solid and hazardous waste. Recycling should be done wheneever feasible and recycling processes streamlined to make it easier for the consumer and recycler. You can never do enough for your environment.

Alternative fuels and energy need to be funded and refined to allow us to become less dependent on foreign resources. At the local level, we need to ensure that bicycle paths are incorporated in our developments and designed in our circulation element.

The circulation element should include a public transportation element that is easy to use and reduces the number of automobiles on the roadways. Park and ride transports for commuters should be planned if residences are located remote from industrial parks. A little planning goes a long way.

We are all responsible for the health of our city, county, state, country, and planet. We have an obligation to be stewards to sustain the environment for future generations.
