This is an advisory measure placed on the ballot by the Board of Supervisors of the County of Los Angeles ("Board"). The result of a vote on this measure is not binding on the Board. The results of the advisory measure may assist the authorities responsible for flood control in making future flood control decisions. The advisory election is being Conducted for the purpose of allowing voters affected by the measure to voice their opinion as to whether the Antelope Valley should be annexed to the existing Los Angeles County Flood Control District. The annexation of the Antelope Valley to the existing Los Angeles County Flood Control District would take two to three years, at an ongoing average annual property assessment estimated to be approximately $125 to $175 per lot.

Arguments For Measure K
We urge a "yes" vote on ADVISORY measure K, which at this time merely indicates your interest and support for the County to begin the research associated with the potential annexation of the Antelope Valley to the existing Los Angeles County Flood Control District.

Our Valley has long endured regional drainage inadequacies and localized flood damages, because we lack a coordinated regional flood control agency. These issues persist and will likely worsen as the population and development increase in our Valley.

Should this advisory measure pass, the County would complete an Engineer's Report that would identify proposed flood control facilities, drainage benefits to each parcel, and the annual assessment to each property owner, currently estimated to be an average of $125-$175 per lot. This Report would take approximately two years to complete and culminate in a future Prop 218 vote by all property owners before the annexation would occur. Funds collected in the annexation area would be kept separate to insure that these funds are spent only 'within the Antelope Valley. These costs assume an aggressive work plan to construct a valleywide network of drainage improvements. Actual cost could fluctuate as the details of the Antelope Valley regional plan are finalized. Federal and State Grants could further reduce the financial impacts to Antelope Valley residents.

Now is the time to shape the future of the Antelope Valley,. A coordinated planning and construction effort now will lay the foundation for the future and provide a cost-effective means of preventing the flooding problems we have experienced. We believe a "yes" vote on the measure will put us on the right track towards assuring regional flood control.

We urge your "yes" vote on measure K .
