Drastically reduce costs of running for elected office in Mendocino and Lake Counties -- provide for "no fee" candidate statements on sample ballotsMy third initiative has to do with how local contests for elective office are conducted. I acknowledge being "new" to many of the procedural requirements, since this is the first time I've run for elective office (anywhere). That being the case, I was shocked to discover that to have my candidate statement published in the sample ballot, I'd have to pay a substantial fee, in the form of a deposit with the County Registrar of Voters. For the position I'm seeking, I would have had to pay a deposit of $500 for the statement to be printed in English (only). In view of the demographics of our region, it would be only appropriate to provide the candidate statement in Spanish, also. This would have required an additional deposit amount of $600. Not only did I not have $1,100 in some "political war chest" to provide the candidate statement deposit, I didn't even have a "war chest." Nor did I have $1,100 in personal funds to apply to such a requirement. Even disregarding the "resource challenged" practicalities of my campaign, I don't think it serves the voters well to have candidates pay for including their statements in the sample ballots. There are, I'm sure, other potential candidates who are even less able than me to bear such costs. And not including such statements might well be viewed as negligence or carelessness on the part of the candidate. Even if I were able to pay the deposit for publishing the candidate statements, I'd still oppose such notion. Especially in the case of local, "low profile" elections, there are better uses for citizens' money than funneling a significant chunk of it into local political campaigns. Some obvious and worthy alternative uses include charitable contributions and relief for victims of natural disasters. There was a "final pinch of salt to the wound" in the case of my election bid. I'm running for a seat on the Board of Trustees for Mendocino College. Since the college district spans parts of two counties -- Mendocino and Lake -- it would have been fitting to include my candidate statement (English and Spanish versions) in the sample ballots for both entities...basically, doubling the required deposit amount. I sincerely hope that appropriate groups -- such as the League of Women Voters -- will get involved in questioning the aforementioned candidate statement procedure. Naturally, there are two sides of the question and it is (of course) too late for any impacts/changes in the upcoming election of 8 November 2005. Nevertheless, the question is fundamental to our democratic process and merits scrutiny. I'm certain that many, if not most, of our citizens are unaware of the fee requirement for providing candidate position statements. I will be diligent in bringing this matter to attention of the voters in our region.

Sin embargo, la pregunta es fundamental a nuestro proceso democrático y merece escrutinio. Estoy seguro que muchos, si no la mayoría, de nuestros ciudadanos sea inconsciente del requisito del honorario para proporcionar declaraciones de posición del candidato. Seré diligente en traer esta materia a la atención de los votantes en nuestra región. |
