Candidate for
Board Member; Santa Margarita Water District

Saundra Jacobs is currently Principal of SFC Consultants, an environmental consulting firm which she founded in 1997. Ms. Jacobs was previously Director of Environmental Services for a large engineering company headquartered in Costa Mesa, California. Certified in California as a Registered Environmental Assessor, Ms. Jacobs has extensive experience in environmental analysis, CEQA documentation, site planning, permit processing and entitlement, government relations and environmental assessments. In addition, Ms. Jacobs is OSHA certified in hazardous materials management. Throughout her career, which has included both public- and private-sector employment, Ms. Jacobs has specialized in Master Planned Communities and the environmental impacts associated with them. She has dealt extensively with water resource and wastewater related issued and is very familiar with these important water systems.

Ms. Jacobs currently serves on the Board of the Santa Margarita Water District since 1996. Ms. Jacobs has a solid work ethic with strong personal goals. Her track record shows that she is not afraid to seek out new ideas and has a sensible management style. Ms. Jacobs is a Registered Environmental Assessor and is OSHA certified in hazardous materials management. She has been actively involved with the Mission Viejo Chamber of Commerce since 1996, is an active member of the Orange County Chapter of the American Planning Association, an active member of the Association of Environmental Professionals and is a member of the Community Association Institute and Building Industry Association.

During the years 1993 through 1996 Ms. Jacobs was formally Secretary, Vice President and then President of the Lake Mission Viejo Association, the largest association in the City of Mission Viejo with over 20,000 members. Ms. Jacobs has also served as Treasurer of her homeowners' association. Upon election to the Santa Margarita Board, Ms. Jacobs focused her entire public-sector efforts on District business, after completing her terms as President of the Lake Association and Treasurer of her local sub-association.

Saundra is married to Jeff Jacobs and she has four step-daughters, Sarah, Annie, Emily and Laura. Saundra is actively involved in community affairs and has coached local area soccer teams with her husband. Emily and Laura are on local club soccer teams which Saundra and her husband continue to support. SFC Consultant regularly provides sponsorship support for local area soccer tournaments. The eldest daughter Sarah and her husband Tim, are now married and expecting their first son in January 2003, Annie will be graduating from Vanguard University in Costa Mesa, California.

Saundra was educated as an environmental planner at the University of California at Santa Barbara and graduated with a BA in Geography in 1986. She grew up in Santa Barbara and her mother and siblings still reside there.
