Vince was born in Denver, Colorado,graduated from Murray High School in Utah, and earned his B.S.E.E. from the University of Utah before moving to the Bay Area, where he obtained an M.S.E.E. at Stanford's School of Engineering. A self-employed systems consultant with clients in the biotech and electronics industries, Vince is the founder of MissionCtrl Systems.

Vince moved to Menlo Park in 1995 and has been living in the Linfield Oaks neighborhood with his wife, former Parks and Recreation commissioner JoAnne Goldberg, four children, two dogs, and two cats. Vince has coached Encinal basketball and AYSO soccer teams, volunteered in the children's classrooms and driven on field trips, and currently serves on the regional AYSO board.

He has also been actively involved in neighborhood and community issues, helping bring traffic calming to Linfield Oaks, meeting with developers, and appearing at City Council meetings to discuss issues ranging from recreational facilities to zoning, rezoning, and traffic.
