- Resort Improvement District Water Policy

The Resort Improvment District (RID) has a water problem. The problem is an inadequate supply of water to meet the requirements of a growing Shelter Cove. The RID Board should prepare a solution to this problem.
- Resort Improvement District Planning

There has been no extensive formal planning in the Resort Improvement District (RID). The RID Board has approved a 10-year Capital Improvement Program, but little else. A planning process could be initiated by the RID Board adopting a mission statement and a set of long-term goals for the District.
- Board Policy and Oversight

In a perfect world an elected board sets policy, a staff administers the policy through procedures approved by the board and the board oversees the total operation, providing direction to staff as necessary and reviewing and revising policy as necessary. Unfortunately the Resort Improvement District is not a perfect world.
