Primary Principles

1. The RID Board should view itself as stewards of the public's trust.
2. The RID Board should conduct its business openly.
3. The RID Board members should be accessible and available to the public.
4. The RID Board's deliberations and decisions should be communicated directly and broadly to the public.
5. The RID Board's primary concerns should be policy making and oversight.

Functional Priorities

1. The RID Board should regularly provide the District's general manager with direction for the implementation of Board policy.
2. The RID Board should set specific objectives to be accomplished by the District each year.
3. The RID Board should conduct an annual review and revision of the District's capital improvement program.
4. The Rid Board should conduct a review of the impact of the utility rate increases on the District's operating income.
5. The RID Board should direct staff to prepare a plan for the preservation, augmentation, and conservation of Shelter Cove's water supply.
