• Administrative Law Judge, California Department of Insurance (2006) Presided over classification appeals of businesses regarding their workers compensation insurance.

• Acting Assistant Chief Counsel, California Electricity Oversight Board (2003-05) Agency lead attorney for litigation before federal courts and agencies to recover overpayments during the California energy crisis of 2000-01, as well as negotiator on settlements totaling over $3.2 billion.
