I am seeking election to the Board of Directors of Bethel Island Municipal Improvement District because I strongly believe we need to change the direction, fiscally, technically and regulatory. We need a sound fiscal plan to ensure that all monies are spent on improving the safety of the levees using proven methodologies rather than wasting money on property seizures, lawsuits or by funding a test ground for an academic to prove new and risky theories. I believe that BIMID must work with the residents of Bethel Island, not against them, in order to improve the safety of our levees. I believe that BIMID should be making it easier for homeowners to obtain permits to do repairs and improvements will result in such work being done openly and properly, whereby safety of the levees and drainage can be assured, rather than forcing residents to do repairs covertly for fears of having their homes and properties abated, condemned or seized. I also believe that properly constructed terraced slopes on the levees provide strength and much needed resistance to erosion. Allowing, and even encouraging such improvements, funded by the property owner reduces the maintenance costs of BIMID, thereby freeing up funds to be used on the areas of the levees which are most at risk. Further, I believe we need to focus time, effort and money towards well established methods of levee management, reinforcement and construction rather than wasting money on inventing new and unproven theories that does nothing to eliminate or even reduce erosion, which is our most probably cause of levee failure.
