Candidate for
Council Member; City of Oakley

I graduated High School in 1974, graduated college in 1978, and law school in 1981. In 1981, I married my lovely bride. I began my career as a Deputy District Attorney in August of 1982.

We moved to Oakley December of 1982 buying the same house we still live in and watched Oakley grow from a small sleepy town because the county planned to get Oakley to 50,000 people by 2000. Luckily we didn't make it! Since then, we were blessed with two boys both of whom are now in college. I have worked as a Deputy District Attorney from August of 1982 to the present. My lovely wife has worked for a local retailer during that time.

Prior to 1998, I was involved with a number of service organizations, beginning with Key Club in High School and Circle K and OMD in college, all are youth service organizations. After law school while working as a DDA, I was member of the Lions 500 of Modesto and after that a boardmember of Consumer Credit Counselors' of Mid-Counties, a Stockton based charity.

In the summer of 1998, I joined Oakley Inc. and helped on the incorporation election that November. That same election I was elected to the City Council and have served two terms on the Council, including two 1 year terms as Mayor.

As a councilmember I worked on my core issues of establishing city level services for Oakley on our limited dollars, withou raising taxes, particularly getting full police services, more parks and recreation services for our kids, and completed streets and sidewalks. I also worked on building our city staff from zero to now over eighty full time employees, establishing strong fiscal policies, and economic development. In 1999, I was asked by the council to represent Oakley on the regional transportation committees already in existence.

Since 1999, I have served continuously on those committees, TransPlan, East Contra Costa Regional Fee & Finance Authority (ECCRFFA), EPAC, and the Highway 4 Bypass authority, which is building the Bypass, segment 3 the connection to Vasco Road just opened on 9/1/08. My presence on these boards enabled me to insist on a share for Oakley (we had none), which resulted in the addition of the Laurel Road interchange bringing Bypass access to Oakley, a 30 million dollar project. Due to my work and experience, my fellow TransPlan board members honored me by electing me to represent them at the Contra Costa Transportation Authority, allowing me to more effectively serve east County in getting Highway 4 expanded, work on the Bypass, and get funding for Vasco Road safety improvements. One Vasco Road project that just started construction in 9/08 is the Alameda County side safety improvements. In that capacity I also worked extensively on Measure J which renewed Measure C dollars for another 25 years and helped negotiate the addition of the Urban Limit Line to Measure J. I have also served since 2001 on two different committees seeking to bring BART service to east County. The first committee which I chaired, got universal consensus on the mode and route for bringing BART to East County. The second committee, EPAC, is working with BART on the EIR for the project, which is now fully funded and about to begin the design stage. Service is scheduled to begin in 2015.
