Oakley City Council

Our Beginnings:
Oakley was founded over 100 years ago, but didnft incorporate until July 1, 1999. Because of that, we operate with far less revenue per resident than most cities. We had many needs: better roads, more police, and parks being the most urgent.

As a citizen working for incorporation as part of Oakley Inc. and since then as a councilmember, I have worked hard to meet those and other needs.

Councilmember/Mayor Accomplishments:
As part of your first City Council, I worked over the past 9 years to:

Create a City Government, starting with no employees, no revenue, and no reserves, we now have approx. 82 Full time employees, $15 million in revenues, and substantial reserves.

Create a City Police Force: We went from a handful of deputy sheriffs to 28 sworn officers and 4 unsworn staff, a fully equipped new police station and fleet of police cars.

Improve our roads: Oakley went from nearly all unimproved country roads to having now won recognition three years from MTC as the city with the best roads in the 9 Bay area counties.

Establish a Parks Department that has built 14 parks in Oakley over the past 9 years with more to come.

Build a City Hall, large enough, for twenty years. (In 1999, we didn't even own a single desk or have a single employee!)

As Mayor, I helped write Oakley's First General Plan. Set up zoning ordinances, building guidelines, Established a planning department and Commission. The new neighborhoods growing around Freedom HS, Delta Vista Middle School, and Geringer Elementary School are the result of our planning efforts.

Establish a strong set of fiscal polices, to make sure Oakley is run on a sound financial basis.

Establish a Recreation Department to provide recreation and learning experiences for our youth.

Regional Transportation Accomplishments:
As Oakley's Regional Road Representative on TransPlan, Highway 4 Bypass Authority, ECCRFFA, EPAC, and CCTA since 1999, I have worked on all of our major regional transportation needs:

As a CCTA member, I worked to get Measure J passed, bringing 500 million dollars to East County for Transportation projects!

I worked to get full funding for Highway 4 Expansion!

I worked to get the Highway 4 Bypass built! (Bypass Segment 3, Balfour to Vasco just opened!)

On ECCRFFA, I fought for and got the Laurel Road Extension to the Bypass Funded and Built!

Got Contra Costa Co. Vasco Road EIR safety improvement study funded! (This is for the median barrier.)

As Member of Vasco Road Safety Improvement Funding Committee, worked to get 10 million dollars towards that project, so far!

Worked to get Alameda Co. Vasco Road improvements funded. Work starts on those September 2008! (This is to eliminate the dangerous curves on their side.) of the TransPlan Advisory Comm. I achieved unanimous agreement from all East County Reps on bringing BART to East County.

On EPAC, I worked to get EBART fully funded! Project to be open 2015!

ALL OF THE OF THE ABOVE WERE DONE WITHOUT GOING TO THE PUBLIC FOR NEW TAXES.
(Measure J renewed Measure C, which expires in 2009.)

Our Ongoing Needs:
Oakley needs and I want to continue working on the following:

Make sure your needs and desires are heard!

Get Business & Job Growth

Get a Full Service Fire Department for Oakley

Get 1.1 Police Officers per 1,000 residents

Build our own Library

Establish a Senior Center

Finish our local roads and sidewalks

Finish our regional transportation projects

Protect our small town values

Protect our shoreline and preserve our access

Encourage solar and well water use by our residents

My Qualifications:
My wife and I have lived in Oakley since 1982 and raised our two sons here. We lived the Oakley small town experience that most of us have come to know and love. For us that meant: youth soccer, little league, YMCA Karate, and CYO Basketball, and Boy Scouts. For many years my wife has worked at a local business.

I have BS in Business Finance from the University of Southern California. A JD from Hastings College of the Law.

I have been a Deputy District Attorney since August of 1982, so you know Public Safety and Law Enforcement are very important to me, and that includes protecting your rights!

I worked with Oakley Inc. to incorporate Oakley in 1998 and ran for election in that same election. I have served two terms on the Oakley City Council and twice served as Oakley's Mayor. Since 1998, I've worked hard to make Oakley a better place to live for all of us and our families. With your support, I'd like to keep doing that!
