To preserve the educational quality of our schools in the face of Statewide budget cuts; to maintain programs including but not limited to science, math, music, and art; to maintain small class sizes, and library and computer lab staff; and enhance student safety and campus maintenance; shall Pacific Grove Unified School District levy tax of $35 per parcel for 5 years so long as no money is used for administrative salaries, and citizens' oversight committee is established?

Impartial Analysis from the County Counsel
The Board of Education of the Pacific Grove Unified School District has ordered a special election to submit to the voters of the School District a measure to authorize the School District to levy a qualified special parcel tax for a maximum period of five years. A "yes" vote is a vote to authorize the special parcel tax. A "no" vote is a vote against authorizing the special parcel tax.

The qualified special parcel tax will be levied in an amount not to exceed $35.00 for each parcel of taxable land within the School District. For purposes of the special tax, a parcel is defined as any unit of land in the School District that receives a separate tax bill from the Monterey County Tax Collector; provided, however, a timeshare facility within the School District, where each interval owner receives a separate tax bill from the Monterey County Tax Collector shall be annually assessed on a per-residential-unit-basis only, chargeable to the timeshare facility. All property that would otherwise be exempt from property taxes will also be exempt from the qualified special parcel tax.

If the measure is approved by a vote of two thirds of the voters voting thereon, the additional revenue raised by the special parcel tax is to be expended solely to preserve the educational quality of the School District's schools in the face of Statewide budget cuts, to maintain programs including but not limited to science, math, music, and art, to maintain small class sizes, and library and computer lab staff, and to enhance student safety and campus maintenance. The School District has pledged that the proceeds of the qualified special tax will not be used for administrative salaries and that a citizens' oversight committee will be established. The proceeds of the special tax will be deposited into a special account, and the chief fiscal officer of the School District will file a report annually with the Board of Education setting forth the amount of funds collected and expended and the status of any project required or authorized to be funded from the proceeds of the special parcel tax.


Local school districts are authorized by state law to impose qualified special taxes on real property within their respective districts upon approval by a two thirds vote of the voters voting upon the special tax measure. The qualified special tax must apply uniformly to all taxpayers or all real property within the school district and may not be an ad valorem tax on real property, a transaction tax, or a sales tax on the sale of real property. The special parcel tax will be collected and administered in the same manner as ad valorem real property taxes are calculated and collected under provisions of the California Revenue and Taxation Code.

Arguments For Measure X
Our schools are our community's most important asset and should be our number one priority. From higher achieving students, to greater safety, to improved property values, a quality education makes a difference.

Pacific Grove's schools offer an excellent, well-rounded education to our community's children: thoroughly grounded in the basics along with art, music, libraries and other exceptional programs.

But today this valuable community resource is at risk. In 2003, voters approved Measure A, a parcel tax used to assist with the funding of the programs currently in place but that is due to expire. Measure X is an extension of the existing parcel tax and will not raise property taxes. Without Measure X, many of these programs will need to be reduced or eliminated. It's no secret that our State's budget is facing a severe fiscal crisis. Unless we look to local support, there will be dramatic budget cuts that would threaten the quality of education for the children.

Measure X will help to:

  • Maintain and improve science, math, music, technology, athletic, and art programs
  • Maintain small class sizes at the elementary schools
  • Provide support staff, including library and computer lab staff
  • Enhance student safety and campus maintenance

By law, Measure X has taxpayer protections in place.

  • All spending will be annually audited and reviewed by an independent citizens' oversight committee
  • All Measure X funds will stay in local schools to improve local school programs
  • Funds cannot be taken by state government or used for administrative salaries

Measure X deserves our support. It will not only maintain the quality of our schools, but also maintain the quality of our community and improve property values + and that's something we can all support. . Please join us and VOTE YES ON MEASURE X!

Full Text of Measure X
To preserve the educational quality of our schools in the face of Statewide budget cuts; to maintain programs including but not limited to science, math, music, and art; to maintain small class sizes, and library and computer lab staff; and enhance student safety and campus maintenance; shall Pacific Grove Unified School District levy a tax of $35 per parcel for 5 years so long as no money is used for administrative salaries, and a citizens' oversight committee is established?

PARCEL TAX AUTHORIZATION

By approval of this proposition by at least two-thirds (2/3) of the registered voters voting on the proposition, the District will be authorized to levy a qualified special tax of $35 per parcel, subject to all the accountability requirements specified below.

ACCOUNTABILITY REQUIREMENTS

The provisions in this section are specifically included in this proposition in order that the voters and taxpayers in the District may be assured that their money will be spent wisely. As required by the laws of the State of California, the proceeds of the qualified special tax will be deposited into a special account established by the District and will be applied only to the specific purposes identified herein. The District has covenanted to file with its governing board each year a report stating the amount of the funds collected and expended and the status of any project authorized to be funded.
