Smart Voter Political Philosophy for Richard K. Smith

Director; Helix Water District; Division 5

Water Rates: 95% of Helix's water must be purchased and imported at increasing costs from outside sources. Only 5% is local water naturally collected at Lake Cuyamaca. The energy costs to deliver and treat that imported and local water continues to increase annually. I supported the adoption of the five year financial plan calling for modest rate increases across those five years to cover increased operating expenses, capital improvement programs and administrative costs.

Conservation: A good idea that has become a necessity. I support the county wide 20 gallon challenge, and the implementationof groundwater and reservoir augmentations.

Experience: At the Helix Water District and San Diego County Water Authority and the Association of California Water Agencies and the Cuyamaca College Water Conservation Garden I have assisted in approving strategic plan framework to guide the activities and resource commitments of budget approval, capital improvements, water quality and operations for these agencies.
