Candidate for
Board Member; Menlo Park Fire Protection District

An efficient and effective Fire Department is a resource upon which all of us rely and value. In today's constrained economic climate, we must ensure essential services are not compromised, while at the same time, seek every opportunity to limit costs.

I have met with several members of the current Board of Directors, a director of a nearby Fire Protection District and Chief Schapelhouman. It is apparent that the Menlo Park Fire Protection District has an excellent reputation and offers an array of services beyond fire abatement. However, the financial viability of the MPFPD is threatened if certain issues are not addressed. Specifically, issues regarding Union Members' compensation, as well as the MPFPD's changing role in the community, need to be evaluated and rationalized with budget constraints. I can add value to the Fire District Board because I know how to create and measure the short and long-term fiscal consequences of operating plans. Since 2006 District revenue has increased about 5.2% per year while expenditures have increased by about 8.9% per year, clearly an unsustainable situation.

Currently, the MPFPD is operating without a formal contract, referred to as a Memorandum of Understanding. Assuming a contract is not adopted by January 2010, the board's first priority should be to create an operating plan that is financially sustainable, competitive, and meets the needs of our community. A "zero base" approach to constructing the plan will ensure that MPFPD services are relevant and cost effective long term, without compromising the valued services the Fire District provides.

The BOD needs a fresh outlook -- one that provides greater transparency and a forum enabling the whole community, including the firefighters and staff, to be involved in this effort.

To that end, I support:

• Open MPFPD board meetings to all District employees.

• Publication of any major contract being considered by the BOD prior to approval.

• In the event a new labor MOU is not in place by January 2010, the BOD shall hold a public hearing regarding the new union contract at least two weeks in advance of the final BOD vote.

• Quarterly "town hall" meetings with the Union and the District Chiefs and another with unrepresented District employees.
