Winston McColl is the Director, Purchasing and Contracting for the County of San Diego, California. In that role he supervises a Department of over fifty persons involved in purchasing, contracting, accounting, property disposal, and records management with an active contract portfolio in excess of $5.5 billion. He has held numerous senior level positions within the Federal Government, private industry, as well as the involvement with a non-profit organization.

Since his retirement from the United States Army as a Colonel in the US Army's Acquisition Corps, Winston has held a number of senior level positions. He has been a Senior Director, Fluor Daniel, Vice President for Purchasing and Contracting for OHM Remediation, senior procurement specialist with CARE, a non profit international development organization, then, as the State Procurement Administrator for the State of Georgia with oversight of the State's entire purchasing and contracting effort to include the university system.

While a member of the United States Army, he held numerous leadership, purchasing and contracting positions to include being a warranted procurement officer with unlimited procurement authority. Prior to his retirement, Winston was the Commander, Defense Contract Management Area Operation, Van Nuys, California with over 500 employees administering in excess of $18 billion worth of Department of Defense contracts ranging from the space shuttle, to environmental remediation, to retrofit of the B-1 bomber.

He graduated from Georgetown University, School of Foreign Service with BSFS degree, and holds a Masters Degree in Business Administration from the University of Santa Clara. He has attended the Armed Forces Staff College, the Command and General Staff College, the Army War College, the Program Management College, as well as possessing numerous certificates in procurement and business management. He is attained the highest certification in acquisition management with the United States Army, as well as holding a Lifetime Certified Professional Contracts Manager with the National Contract Management Association. He is Airborne and Ranger qualified, possesses numerous meritorious awards from his military career to include three Bronze Stars, and the Combat Infantryman's Badge (CIB) awarded while serving in one of his two tours in Vietnam.

Recently, as the Director of Purchasing and Contracting for the County of San Diego, his Department has received its tenth national recognition with the Achievement of Excellence in Procurement presented by the National Purchasing Institute, and the Institute for Supply Management. Also, Winston was appointed to the Palomar Pomerado Health District Independent Citizens Oversight Committee to oversee bond expenditures for the new hospital. Over the past four years, he and his wife have served as volunteers to the Hospital's Pastoral office.
