Answer: If Allegheny County and the larger region are to have a sustainable mass transit system, there should be changes in both the structure and financing of PAT and its services. The current Port Authority Board's members are all appointees of the Allegheny County Executive. If we were to have a regional board which included representatives of neighboring counties and Harrisburg appointees, the likelihood of sustainable state funding improves significantly. |
