Last year, Auditor General Jack Wagner revealed that Pennsylvania residents receiving public assistance used their EBT cards to make 5.2 million dollars of out-of-state purchases in May of 2010. It was not clear how many of these purchases were inappropriate uses of public assistance funds.
The citizens of the Commonwealth should be assured that all EBT purchases made outside Pennsyvlania should be made available to the Auditor General. Officials within the Department of Public Welfare should be required to keep records of all out-of-state transactions and verify that all purchases are appropriate uses of public assistance funding.
