Candidate for
Council Member; City of Concord

Dr. Harmesh Kumar is a licensed clinical psychologist. His 27 years of experience in mental health include a flourishing private practice and the ownership and operation of assisted living and skilled nursing home facilities in the Bay Area, Sacramento and Fresno areas. He is the founder of Therapeutic Residential Services, an agency providing independent, assisted living and skilled nursing home facilities to seniors and the developmentally and mentally disabled populations in the Bay Area, Sacramento and the Central Valley. He is also the founder and president of a non-profit mental health agency in California called the South Asian Behavioral Health and Training Foundation Inc. (SABH Foundation Inc). The SABH Foundation provides mental health and assisted living services to the South Asian community of California. In October 2011, SABH Foundation has been awarded $50,000 grant to serve the homeless population with their mental health and housing needs by the Mt. Diablo Health Care District. He is also founder of The Hume Center, another mental health agency that was founded in June 1993. The Hume Center, accredited by the CAPIC & APPIC, grew to become one of the largest training centers in the Bay Area and created more than 20 permanent jobs and over 35 trainee positions annually for clinical psychology students from major graduate schools. Dr. Kumar served as president of the Hume Center until August 31, 2004 which continues to provide well needed services to the San Francisco Bay Area community to this day. Dr. Kumar began his professional career in 1983 as a social scientist (psychologist) with the World Health Organization (WHO)'s Collaborative Center for Mental Health and Research within its Department of Psychiatry and College of Nursing, PGIMER, Chandigarh, India. He taught general psychology to nursing students at both Masters and Bachelors levels. Dr. Kumar also served from 1984 to 1986 as Assistant Editor of the Indian Journal of Clinical Psychology, an official journal of the Indian Association of Clinical Psychologists which has been in publication for more than the past two decades. Dr. Kumar migrated to the United States in 1990 where he taught graduate students at the Rosebridge Graduate School of Integrative Psychology. During this period, Dr. Kumar also devoted a significant amount of his time researching neurobehavioral disorders and neuropsychology. Dr. Kumar currently serves on Q-MEASURE, an oversight committee appointed by the City Council of the City of Concord, California which was founded on April 5, 2011. He is also currently serving on the Executive Committee of the Interfaith Council of Contra Costa County. He served as president of the Federation of Indo-American Associations of Northern California (2005-2006). As commissioner for the City of Concord on the Human Relations Commission from January 2006 to July 2010, Dr. Kumar served the local community of the city of Concord. He also served as the Chair of the commission. He was a member of the Board of Directors of the Monument Community Partnership (MCP) from 2003 to2005. He was also a trustee of the Board of Trustees of Ik Onkar Peace Foundation, a Cooperation Circle of United Religions initiative. As trustee, he attended the World Parliament of Religions in July 2004 in Barcelona, Spain to spread the message of universal love. He also served on the advisory council of the India Community Center (http://www.indiacc.org) from 2008-2010. Dr. Kumar organized the 9th Annual Spring Diversity Festival (Baisakhi) in Todos Santos Park Plaza in downtown Concord on May 14, 2011, which he founded in April 2004 to help build bridges between different ethnic communities. He stays an active member of the community by participating in community health fairs organized by various local charitable organizations such as the Federation of Indo-American Associations (FIA) and the American Association of Physicians of Indian Origin (AAPIO). He served as the chairperson of the Allied Health Professionals' chapter from 1994 to 1995 and then in 2010. Dr. Kumar also chaired a committee on cross-cultural issues in neuropsychology of the Northern California Neuropsychological Forum from 1995 to 1997. Dr. Kumar was honored in August 15, 2002, with the Certificate of Recognition by the Senate of the State of California for his services to the welfare of the citizens of California. He was also honored with HIND RATTAN (Jewel of India) AWARD in 1996 by The Non-Resident-Indians Welfare Society of India for his achievements and contributions to the well being of the Indo-American community and other citizens of the United States. Recently, he was honored for promoting diversity in California by Indo-American Community Federation on its 11th Annual Unity Dinner on March 23, 2012 in Fremont, ca.
