My name is: Carolyn L. Robinson My age is: My occupation is: Treasurer, City of Martinez Education and Qualifications: After more than twelve years of elective service to the citizens of Martinez, I again place my name before you for the office of City Treasurer. Prior to retirement in 1998, I served as chief financial officer of a large labor union located in Martinez, administering an annual budget of over one million dollars. During this time I was also trustee of a 16,000 member health plan and chaired a national labor negotiating committee. From 1998 to 2005 I served as a legislative field representative for a California state senator. Since becoming City Treasurer in 1999, my duties have included overseeing the safe investment of your tax dollars and representing Martinez before financial institutions and rating agencies. As in past years, our City Council has again approved a balanced budget for 2012-2013 with healthy reserves and a safe investment policy. Recently, Standard and Poor assigned an AA+ rating to Martinez and cited "very strong financial performance supported by good financial management policies, low overall debt burden as a percent of market value." Since 2009 the Measure H Citizens Bond Oversight Committee has been responsible for reviewing expenditures on projects approved by the bond measure. As chair of this committee, I report our findings to the council on a quarterly basis. Projects funded by the thirty million dollar bond issue include the pool, library, parks and sports fields. Completed projects came in on time and in most cases under budget, with five million dollars left to issue at a later date. By supporting bond issues such as Measure H, Martinez families have committed to improving the quality of life for everyone. We can all be proud of the foresight and dedication of our citizens. With your vote I will be honored to continue to serve as your City Treasurer. |
