Increasing Revenue

By Richard Tiburcio Campbell

Candidate for Council Member; City of Pacifica; 2 Year Term

The City needs to increase revenues. I will work to promote commercial development that will provide a significant and reliable stream of revenue, and that speak to our unique location on the beautiful California coastline.
The City needs to increase revenues, mainly through promotion of smart commercial development. I believe this effort will be successful. We sit just minutes away from San Francisco, blessed by a beautiful coastline, rolling hillsides for biking and hiking, and a great school district. It's the Bay Area's best kept secret. And it has the potential to be even more. In addition to our natural assets, we have opportunities for commercial growth that will have long lasting impacts:

- a revitalized Palmetto Avenue, which could betransformed into a true and easily accessible "main street."

-The closing of Devil's Slide and the opening of the tunnel will soon make Pacifica even more of a destination spot for recreationists.

-new and remodeled development in the Rockaway Beach business district. And there is the southern end of the quarry site, which is ready for development that could complement the Rockaway business district.

This commercial development will allow for the revenues the City needs to maintain the hillsides and beaches, and provide for the services we all want: great schools, local police and fire, great afterschool and seniors programs, public recreational facilities, while also making this a place you love to live, shop, dine, recreate and work in.

To be clear, Pacifica's developable areas are special places and deserve unique and bold development. A run of the mill outlet center in the quarry, or the routine type of retail strip mall development we see in surrounding cities like Daly City and Colma will not bring in the revenue we need or make Pacifica a unique place to live, work, and play. We need to dream big. In sum, my priority will be on fostering commercial development that we can all support: development that is bold, speaks to our location on the beautiful California coast, and which is capable of producing a significant and steady source of revenue we can count on. Specifically:

The Old Wastewater Treatment Plant (Beach Blvd)

The Beach Boulevart project should proceed as a mixed use development, with a boutique hotel as proposed by the City, and the new library as proposed by the Library Foundation. The new library will serve as an economic engine due to its ability to host symposiums and serve as a retreat center (in conjunction with the new hotel). The site should benefit from its proximity to Sharp Park Golf Course and the Pier (and every effort must be made to protect and maintain the Pier. It is a great economic asset to the City). The key to the success of this site will be ensuring that we choose the right developer and right retail for the site. We cannot afford to settle for the typical fast food franchises and strip mall development that we see in our neighboring cities. In sum, I will work to have the City quickly approve the current conceptual plans for this site, stick with the chosen plan, and move forward with a request for proposal to interested developers. LET'S BUILD IT NOW!
