To prevent cuts in local health services and ensure Soledad has affordable family healthcare, including children's health services, more prenatal care and women's health services such as mammograms, expanding senior services and providing state-of-the-art medical care, shall the Soledad Community Health Care District issue eleven million five hundred thousand dollars in bonds to improve local healthcare facilities, with an independent citizens' oversight committee, annual audits, no funds spent on administrators salaries and all funds being spent on local projects?
