Shall the McKeesport Home Rule Charter be amended, as more fully set forth in Ordinance No. 13-16, as follows?

Question #2

Article II. The City of McKeesport shall have full and complete powers of local self government and any matter not specifically mentioned by the provisions of the Charter shall be governed by the Third Class City Code and Pennsylvania statutes.

Impartial Analysis
If this question is approved by a majority of those voting, the McKeesport Home Rule Charter will be amended to provide that any matter not specifically mentioned in the Charter will be governed by the Third Class City Code and Pennsylvania law.
