Shall the McKeesport Home Rule Charter be amended, as more fully set forth in Ordinance No. 13-16, as follows?

Article XIV. All checks or drafts must be executed if they were properly approved pursuant to the Charter and Pennsylvania law.

Impartial Analysis
If this question is approved by a majority of those voting, the McKeesport Home Rule Charter will be amended to require that all drafts presented to the Treasurer or Controller shall be executed, provided they were properly approved pursuant to the Charter and Pennsylvania law.
