MCWD must exercise strong regional leadership today to assure Marina's long-term water supply.Drought, saltwater intrusion, and scientific evidence of limited water in the 900-foot aquifer must be recognized by MCWD as immediate threats to its ability to provide a long-term, sustainable water supply to its expanding constituency, and reasons to be fully involved in a regional approach to a regional issue. As the SVGB is in overdraft, augmentation of MCWD's water supply through some means is a present need. MCWD needs to work corporately with jurisdictions/water purveyors/public-interest groups to plan for a project or projects that are publicly owned and regionally beneficial. It is imperative for MCWD to study its own ability to provide the sustainable long-term water supply required for Central Marina and the full development of former Fort Ord. Is desalinization of water in the 180-foot aquifer both economically and scientifically feasible, and favorable to being a partner in a regional project with an ocean intake? The CalAm efforts for a desal project at CEMEX shows the need for strong advocacy by MCWD of compliance with California Water Law, the Agency Act, CEQA, and contractual water rights, and fair interplay among jurisdictions. MCWD is in a position to act as a lead agency in regional cooperative solutions, and should do so. |
