Born in Oildale just north of Bakersfield, Chuck enlisted in the United States Marine Corps Reserves in 1965. While serving his country in the military, Chuck joined the California Highway Patrol in 1968.

During his career with the CHP, Chuck served in Internal Affairs and the Office of Employee Relations where he administered 12 of the state's 21 bargaining unit contracts and advised the Commissioner on labor relations' issues. In 1991, Chuck became the Commander of the Modesto CHP office until he retired in 2005. Since his retirement, Chuck has taught criminal justice courses in private colleges in Modesto and Stockton.

In 2002, Chuck was elected to the Ripon City Council and is currently the Mayor. In addition to the city council, Chuck represents Ripon on the San Joaquin Council of Governments where he has served as the Chair and Vice-Chair. As a member of the COG Board, he represents San Joaquin County on the San Joaquin Valley Regional Policy Council made up of the eight counties from San Joaquin to Kern.

Chuck and his wife Karon have called Ripon home for over two decades. They have three children, Scott, Bryan and Staci and 11 grandchildren.
