Economic Development (Jobs)

Economic Development is a double-edged sword. Growth can be managed and we must decide as a community what industries we are willing to allow since many industries are harmful to our existing environment. Our vision has been to try to attract high tech computer, software, and environmentally friendly companies or expand our existing companies. Unfortunately, we seem to be leaning towards more low-paying retail and service related jobs. There may be other alternatives.

We can continue to work closely with our universities in developing spin-off technology from research and development to manufacturing products. Emerging markets in biotechnology and Health provide opportunities that fit within the community lifestyle of San Luis Obispo. Technologies that will be sought after by the "Baby Boomers" who represent the wealth in our nation.

Retirees make up our number one industry in San Luis Obispo. We are an aging society as a nation and there is an emerging market specifically for retirees. Our climate and community are perfect for retirees. That is why so many are relocating to SLO. The need for continuity of good medical treatment and care has been steadily diminishing and our retirees are seeking new treatments elsewhere. We have an opportunity to make San Luis Obispo a mecca for healthcare and retirement by trying to attract biotechnology and health related companies to our community. We need to understand what our resources are and develop relationships to get the business that we want.

Communication with our universities, local politicians at the County Level, State, and Federal levels will be important to develop common goals regarding the growth within our city and county. Constant communication between our city and county to ensure infrastructure and services are met without duplication and redundancy. Our goals must be in-line with the county, and state.

If there is conflict, a good rapport early in the planning process is imperative. We must be prepared with answers that make sense. We cannot tolerate unfunded mandates that burden our infrastructure and communities. And we must be able to show why we cannot comply with mandates in a clear, concise and reasonable manner.

We can grow reasonably as our resources and infrastructure permit. Let's not put the cart before the horse. Build the infrastructure with long- term planning and ensure developments are secured and bonded or we, the taxpayer, will be footing the bill.

Paying for development should be done by the developers who have the most to gain. That is what they do. The taxpayer should not be funding private companies or individuals. Criteria should be instituted to ensure that unscrupulous developers are not allowed to do business with the city.
