The City still struggles with urban blight and absentee landlords who continue to leave their buildings in deplorable conditions. Look at the area across from the Hayward Plunge up to Sycamore and the dilapidated and unkempt buildings. How about the embarrassing vacant parcels of land and old shops that line Mission Blvd. from the Holiday Bowl all the way to the K-Mart on Harder. Is it any wonder businesses are reluctant to move here? Neighborhoods that once beamed with pride like the Mocine, Harder and Whitman areas are now subjected to dumping and littering, with shopping carts scattered all over. Residents feel helpless. They feel no one is in control and that they're losing their neighborhood. Some long term residents have told me that they've had it with Hayward and they're moving out. Many of these are old timers on fixed incomes and a pre prop 13 tax base. They can't afford to move. Is this fair? Our Clean and Green Task Force has done an excellent job cleaning up Hayward, but having thirty good people clean up the messes of the bad guys isn't going to do anything to change behavior. We need these culprits to feel the sting of enforcement. I propose expanding the role of the task force to include an enforcement component. Give them the authority to cite and fine these people who disrespect our neighborhoods. |
